On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARPA), the $1.9 trillion economic stimulus package aimed to help the country’s economy return to pre-COVID strength. Treasurer Davis, as the custodian of Delaware funds, holds the responsibility for the allocation of money to Delaware’s 55 non-county non-metropolitan governments (nonentitlement units, or NEUs) throughout the state in accordance with ARPA.
